This means you have the LaTeX2e style files installed but a latex209
format. You must generate a latex2e format. If all the files are present,
then initex latex.ltx should do the job. Otherwise you may have to run
initex unpack.ins first.

It might be that you have to use a different command to run initex (like
tex /i or so)
